The shape of the argument. Most firms are sold a single large programme, pay once, and watch the standards decay within a year. The documents were never the problem — the absence of anyone to defend them was. The setup package is deliberately small and finite; it ends. The retainer is what actually changes the firm: it is the cheapest line here and the one that decides whether the other two were worth buying.
The comparison the finance director will make. A full-time BIM Manager in this market costs upward of AED 200,000 a year, plus recruitment, visa and the risk the person leaves. Setup plus a full year of retainer is AED 99,000 — no hiring risk, no notice period.
Delivered remotely. Four artefacts, each with a defined acceptance test. When the fourth is signed off, setup is finished and the retainer takes over.
